Request for Proposals (RFP) for External Evaluation Services

1. Introduction
All Nations Hope Network is seeking proposals from qualified external evaluators to assess our programs to measure the impact, improve effectiveness, and fulfill grant requirements. The evaluation will help us understand program outcomes, efficiency, and areas for improvement.
2. Background
- Mission and Vision:
o Vision: All Nations Hope Network envisions healthy individuals and communities, where the physical, spiritual and social needs of Indigenous people living with and affected by HIV and Hepatitis C are met, and where they are meaningfully involved in decision-making processes that affect their lives.
o Mission: All Nations Hope Network seeks to stem HIV and Hepatitis C in our Indigenous population through culturally competent HIV and Hepatitis C prevention, education, training, awareness and support.
- Program Descriptions:
o Public Health Agency of Canada (PHAC): Expanding a Decolonized Approach to Harm Reduction Services in Regina, SK.
o Women and Gender Equality (WAGE): Around the Kitchen Table
o Indigenous Services Canada (ISC): Indian Residential Schools: Resolution Health Support Program, Indian Day Schools, Missing and Murdered Indigenous Women and Girls
3. Evaluation Scope and Objectives
The External Program Evaluator will conduct a comprehensive evaluation of programs listed under program descriptions, following the terms and conditions outlined in the Program Evaluation Agreements. The scope of work will include but not limited to:
· Assessing program effectiveness and efficiency.
· Providing recommendations for program improvement.
· Teams meeting necessary with project staff.
· Interpret the data collected.
4. Evaluation Methodology
Proposers may use a methodology that is appropriate for answering the evaluation questions. This may include, but is not limited to:
• Data Collection Methods: Surveys, interviews, focus groups, observations, document reviews, etc.
• Data Analysis Techniques: Quantitative analysis, qualitative analysis, mixed methods, etc.
• Data Collection Plan: The specific data collection plan will be detailed in a separate document to be mutually agreed on.
5. Deliverables
The selected evaluator will be expected to deliver the following:
• Evaluation Plan: A detailed plan outlining the evaluation methodology, timeline, and data collection tools.
• Interim Report(s): As specified in contribution agreement
• Final Evaluation Report: A comprehensive report detailing findings, analysis, and recommendations.
• Report finding to project staff.
6. Proposal Submission Guidelines
Should include the following components:
• Cover Letter/resume: Brief introduction and summary of the evaluator’s interest and qualifications.
• References: Contact information for at least three references familiar with the evaluator’s work.
7. Evaluation and Selection Criteria
• Relevant Experience: Experience with similar evaluations in the nonprofit sector.
• References: Feedback from previous clients or stakeholders.

9. Terms and Conditions
· Confidentiality: all information contained in the proposals will be treated as confidential and will not be shared with 3rd parties.
· Right to reject: ANHN reserves the right to reject any and all proposals without providing a reason.
· Clarification Requests: ANHN may request additional information or clarification.
· Contract Award: ANHN reserves the right to negotiate terms and conditions on the contract with the selected bidder.
· Intellectual Property: All deliverables, including reports, data and any other materials produced as part of the evaluation will be the property of ANHN.
· Adherence to timeline: The selected evaluator is expected to adhere to the project timeline as outlined in the RFP or as required in the contribution agreement.
· Right to amend RFP: ANHN reserves the right to amend the RFP at any time.
· Limit of Liability: Specify that your organization will not be liable for any damages, losses, or expenses incurred as a result of their participation in the RFP process.
